How to get links from authority sites?

In Search engine optimization (SEO), inbound links matter.
Before we go deep in this topic, we should define the meaning of Authority sites and Pagerank.
An Authority site is a website or a blog that is considered the authority or expert in a particular keyword or phrase which has high quality content. They are given a "VIP" treatment by the Search engines.
If you get incoming link from this authority site, it means that they are giving you a 'vote'. It's like a recommendation from this authority site. It follows that you will also get a better search engine ranking.
Pagerank (PR) on the other hand is coined by Google,named after Larry Page. The formula for the computation foR pagerank is a 'secret' by Google but they assigns a numerical value for every site depending on its inbound links.
With those terms in mind, it would be safe to say that an Authority site has high Pagerank.
What are some examples of Authority sites?
In the IT and computer industry, pcworld.com is a good example. It has more than 700,000 webpages, higher than 2 million backlinks and a PR of 8.
Some sites with PR10 are Google,usa.gov,adobe.com,cnn.com and Addthis.com
Amazon,aol,blogger,bloglines,cisco,ebay,economist,flickr,mozilla,wikipedia(engish),wordpress, and yahoo are all Pagerank9.
How to get links from this sites?
When you analyze these high PR site, you would realize that these sites have a lot of rich CONTENT! So therefore, it is very obvious that they are looking for Content. If you have a relevant content that these Authority sites may consider, they may then send you the 'VOTE' to your site that you need. If you can read between the lines, submitting articles or press release to this site may give you an inbound link from the AUTHORITY SITES.
